of the Victoria Home and Orphanage, I have thought it best to

recommend that the comparatively trifling premium should be

foregone, and a free grant made on the usual conditions that

the land is used for the purposes for which it is granted

and that a suitable building is erected on it within a

reasonable time to the satisfaction of the Director of

· Public Works.
